This amendment that has taken effect since the article was published, has not received as much publicity as one would hope. Drawing attention to such further 'legal' actions Israel is trying to enforce on Palestinians is only going to hamper any peace efforts. As the chief Palestinian negotiator remarked, this military order is something found in an apartheid state. This move widens the separation between Palestinians and Israelis, furthering tensions and subjugating them even further. Not only should human rights groups be concerned, but the United Nations and the internationally community needs to respond to such unlawful move that, as the article points out, threatens tens of thousands of Palestinians. Such threat of deportation of West Bank citizens without the legal documentation can be compared to Soviet-style politics, and even now in the US with the new immigration law in effect in Arizona. Maybe that is why the US has said little concerning such move by Israel, it does not want to sound hypocritical.
The U.S. is an ally of Israel. Remember that they helped the Zionist party to set up an Israeli state in Palestine in 1948, I believe that it was on May or March 15th. Furthermore, the UN (international community) approved this in 1947. My point is that Palestinians may not get any help from the international community, at least America. However they are able to reach out to their regional Muslim community. The PLO should be constructing a legal document, or rather a petition signed by allies withing the Middle East who share in their disdain for Israel and its corruption, and then bring that to the international community. This would definitely articulate Israel's injustice on a global realm.
